What we deliver and which problem we solve
What we deliver
Infra Remonti EOOD provides a specialized 'Construction up to Act 16' service, designed for investors, property developers, and private individuals whose projects have reached the stage of structural completion (Act 14) or a fully completed building (Act 15), but require the final, most complex stage – commissioning. We act as a single contractor and manager for the entire process. Our team includes not only civil engineers and technical supervisors but also specialists in administrative procedures who navigate the complex communication with the Directorate for National Construction Control (DNSK), municipal administrations, regional 'Fire Safety and Civil Protection' services, as well as utility companies like EVN and ViK. We operate primarily in Varna, where we have in-depth experience with the challenges of the maritime climate on installations and facades. We have also expanded our operations to Burgas, Plovdiv, and Sofia, adapting our processes to local regulations and logistical specifics, such as the stricter energy efficiency requirements in densely built-up urban areas in Sofia or the need for enhanced climate control systems in Plovdiv.
Which problem we solve
The main problem we solve is the fragmentation and bureaucratic complexity of the commissioning process. Many investors find themselves with a fully constructed building (Act 15) that cannot be legally used, sold to end customers, or generate revenue because the final Act 16 is missing. The risks of managing this process independently are enormous: missed deadlines leading to penalties; discrepancies between the design and the actual construction discovered by the State Acceptance Commission (DPK), resulting in costly injunctions and months of delays; failure of the 72-hour installation tests, requiring complex repairs; inability to sign contracts with utility monopolies due to missing protocols. We eliminate these risks through a systematic approach. We conduct a preliminary audit of the site and its documentation, identifying and resolving potential issues before inviting the DPK. We manage all correspondence, prepare hundreds of pages of technical and as-built documentation, and ensure that every element of the building – from the fire sensor to the concrete certificate – is perfectly documented and complies with regulatory requirements. This saves the client months of uncertainty and unforeseen expenses.

What does the 'Construction up to Act 16' service include?
Our service is comprehensive and covers all technical and administrative activities for the successful commissioning of the project.
Final Documentation Package for the State Acceptance Commission (DPK)
Collection and systematization of all necessary documents: declarations of conformity for materials used (over 50 types for a standard building), protocols from laboratory tests of concrete and steel, certificates, site order book, acts and protocols compiled during construction. The package is submitted to the State Acceptance Commission.
Finalizing Contracts with Utility Companies
Coordinating procedures and signing final contracts for connection to the electricity supply networks (EVN/Energo-Pro/ChEZ) and water supply and sewerage (ViK). This includes submitting test protocols and securing utility accounts for electricity and water.
Preparation of Complete As-Built Documentation
Preparation of a set of 'as-built' drawings in CAD format, reflecting all actual works performed and any changes from the approved investment project. This documentation is a mandatory part of the building's file and the basis for the Technical Passport.
Energy Performance Certificate
Commissioning and coordinating a building survey by a licensed auditor. We secure the issuance of a valid Energy Performance Certificate for a new building, which determines its energy class (e.g., 'A' or 'B') and is a mandatory prerequisite for issuing Act 16.
Compilation of the Building's Technical Passport
Development of a complete Technical Passport in accordance with Ordinance No. 5. The document describes all technical parameters of the building, materials used, operating instructions, and a schedule for future repairs. We register the passport with the relevant municipal/district administration.
Testing and Commissioning of Fire Alarm and Fire Suppression Systems
Conducting final tests of the Fire Alarm System (PIS) and Fire Suppression System (PGS), if applicable. We coordinate the issuance of conformity protocols from licensed companies and approval from the authorities of the 'Fire Safety and Civil Protection' General Directorate.
Balancing and Testing of HVAC Systems
Performing a Testing, Adjusting, and Balancing (TAB) procedure for the heating, ventilation, and air conditioning systems. This ensures that air and water flow rates correspond to the design values, providing comfort and energy efficiency.
Execution of Landscaping and Vertical Planning
Completion of all activities outside the building according to the approved landscaping and site development project. This includes construction of alleys, sidewalks, parking spaces, installation of exterior lighting, planting of vegetation, and construction of fences.
Attendance and Coordination during the State Acceptance Commission (DPK) Inspection
Our representative attends the inspection by the State Acceptance Commission, presents the project, answers technical questions, demonstrates the operation of the systems, and defends the completed construction to ensure a positive protocol is issued.
Final Finishing Works and Cleaning
Execution of all remaining turnkey finishing works – installation of light fixtures, sanitary ware, final painting. We also organize a full professional cleaning of the building and adjacent areas before the official handover of the project.
The 8-Step Commissioning Process
Our methodology is designed for maximum efficiency and predictability, eliminating the risks of delays.
- 1
Step 1: Site Audit and Document Analysis
We begin with a detailed on-site inspection and a review of all available construction documentation (Acts 14, 15, protocols). We identify all deficiencies, discrepancies, or potential 'red flags' that could pose a problem for the State Acceptance Committee. The result is a clear action plan and a list of necessary corrections.
- 2
Step 2: Completion of Construction and Installation Works
Our teams carry out all remaining construction and assembly works. This includes laying flooring, painting with Graco airless sprayers, and installing sanitary equipment, switches, outlets, and light fixtures. All activities are performed in strict accordance with the approved design and technical specifications.
- 3
Step 3: Conducting 72-Hour Tests
We perform the mandatory 72-hour continuous tests on all major systems. The plumbing system is pressurized using manometers to check for leaks. The electrical installation is put under load to test the switchboards and circuit breakers. The HVAC system is run at maximum capacity to prove its stability.
- 4
Step 4: Preparation of As-Built Documentation and Technical Passport
Our engineering team updates all drawings (architecture, structural, electrical, plumbing, HVAC) in AutoCAD to reflect the actual implementation. Based on these drawings and the collected information, the building's Technical Passport is prepared, containing hundreds of pages of technical data and instructions.
- 5
Step 5: Submitting the Request to the DNSK
Once the entire set of documents (over 20-30 different folders for a medium-sized project) is complete, our administrative department officially submits a request to appoint a State Acceptance Committee to the relevant regional directorate of the DNSK. We track the progress of the file and maintain communication with the institution.
- 6
Step 6: Final Coordination with Utility Companies
In parallel with the DNSK procedure, we finalize all dealings with the utility providers. We provide them with the necessary protocols from the 72-hour tests and other technical documents to obtain their final approval, which is required for the work of the State Acceptance Committee, and to prepare for setting up utility accounts.
- 7
Step 7: Conducting the State Acceptance Committee
We manage the logistics and attend the on-site inspection by members of the State Acceptance Committee (representatives from the DNSK, municipality, Fire Safety and Civil Protection (PBZN), Regional Health Inspectorate (RZI), cadastre, etc.). We demonstrate the functionality of the building and its systems, answer questions, and provide access to all parts of the site. Our goal is to have Protocol Form 16 signed without any remarks.
- 8
Step 8: Obtaining the Permit for Use (Act 16)
After the successful conclusion of the State Acceptance Committee and the signing of the protocol, the DNSK issues the final document – the 'Permit for Use'. We receive the original document and hand it over to the client, at which point our work is complete, and the building is officially commissioned and ready for occupancy or operation.

Final Stage Materials
We use only certified materials from leading manufacturers that guarantee durability and compliance with regulations.
Knauf Diamant Plasterboard
We use 12.5 mm thick Knauf Diamant DFH2IR boards for constructing internal partition walls and wall linings. This plasterboard features enhanced hardness, density (≈1050 kg/m³), moisture resistance, and a reaction to fire class of A2-s1,d0. It provides excellent sound insulation and is a perfect base for final finishes, meeting the high requirements for residential and public buildings.
Baumit Star Thermal Insulation System
For the final layer of the facade, we rely on the integrated Baumit Star thermal insulation system. The StarContact White adhesive and base coat and the vapor-permeable SilikonTop silicone plaster provide long-lasting protection against weathering, a self-cleaning effect, and high vapor permeability (μ ≈ 40), which is critical for buildings in coastal areas like Varna and Burgas.
Sikalastic-1K Waterproofing
For waterproofing bathrooms, terraces, and wet rooms before tiling, we use Sikalastic-1K. This is a one-component, flexible, fiber-reinforced, cementitious waterproofing mortar. It can bridge cracks up to 0.75 mm and has excellent adhesion to various substrates, ensuring no leaks – a key parameter checked by inspection committees.
Mapei Keraflex Maxi S1 Tile Adhesive
For bonding large-format tiles (>60x60 cm) and stone, which are increasingly common in modern buildings, we use the deformable (Class S1) cementitious adhesive Mapei Keraflex Maxi S1. Its Low Dust technology reduces dust during application, and the extended open time allows for precise leveling of the tiles, ensuring a perfect final appearance.
Schneider Electric Electrical Panels and Equipment
For main and distribution electrical panels, we use components from the Acti9 series by Schneider Electric. The miniature circuit breakers, residual current devices, and contactors from this series guarantee the highest level of safety and reliability. The VisiTrip system allows for immediate identification of the tripped circuit, which simplifies maintenance and is an advantage during inspections.
Benjamin Moore Paints and Plasters
For interior finishes, we often recommend and work with Benjamin Moore paints, such as the Aura and Regal Select series. They have zero or very low levels of VOCs (volatile organic compounds), exceptional coverage, and washability. The Green Promise certification guarantees that they meet the strictest environmental standards, which is important for obtaining 'green' building certifications.
What types of properties do we commission for use?
Our experience covers a wide range of buildings, each with its specific requirements for achieving Act 16 (Use Permit).
